May 12, 2004 By: Jay Barber Hearing Impaired Sticker – Renewed Sticker ProgramSecretary of State Deb Markowitz announced the renewal of a driver’s license sticker program designed to improve communication between deaf and hard of hearing drivers and police and rescue personnel. Markowitz said, We are pleased to renew this important program. Vermonters who are deaf or hard of hearing have been concerned that police or rescue personnel can misunderstand their failure to respond to oral commands or requests with potentially serious results. This voluntary program allows drivers, who choose to place a brightly colored sticker on their drivers license, to alert police or rescue personnel to the fact that the individual is deaf or hard of hearing. A hard of hearing or deaf person who wishes to participate in this program can contact the Secretary of State’s Office to request a sticker to place on the back of their driver’s license. The stickers are brightly colored and have either the word DEAF or Hard of Hearing – Speak Clearly written on them. A person using the sticker who is stopped by a police officer is advised to present their license with this sticker showing so that the police officer knows of their disability. As part of renewing this program the Secretary of State’s office will be reminding the agencies that serve the deaf and hard of hearing as well as distributors of hearing aids and audiologists. The Secretary of State will also be sending a notice to police and rescue agencies to remind them to look for the sticker and to ask that they be aware of the possibility that a person they encounter is deaf or hard of hearing. The deaf and hard of hearing stickers are not available from the Vermont Department of Motor Vehicles and do not indicate a restriction of any kind.
